Similar to @mortenlerudjordet, but more in general a status update on the [WhatIf short circuiting issue](https://github.com/Azure/arm-template-whatif/issues/157) which makes WhatIf quite useless for the time being.

Just tested this with azure-cli version 2.63.0 Issue is still present. Other commands, for example `az ad sp list` work fine.
