I just upgraded to 9.x and immediately hit this bug as well. I was able to workaround the issue by adding browserVersion: 'canary' to my wdio config though: 
For me it says 6:55 in both popup and regular... but for him it says 4min50sec left in popup but in reality he only had 37secs left on his clock?

I also did "deno lint --rules" and "no-undef" was NOT included in the list on available rules. However, when I added it to my deno.json it started to work properly....
hmm, I found this comment now: https://github.com/denoland/deno_lint/issues/630#issuecomment-810286231 ...what were the arguments against no-undef in recommended?
I'm quite busy with other projects so I won't have time to work on this.
