I opened [an issue](https://github.com/theupdateframework/taps/issues/170) to track this that lists a couple of potential solutions. I will update this pr and the TAP based on whatever is decided there.

An initial version of the mapping was merged in #1319.

@kommendorkapten is going to explore the "v2" tag option and create steps to perform this release
