Replace camera_wiper_precip_mm_ht system attribute with device action support for cameras.
Currently, this depends on the r_node configuration, and is fragile. Setting the detectors in addition to the start/end stations would reduce confusion about which detectors are assigned to a zone.
The sign_event record should contain the user name. See #96
