cosmic-settings uses a software renderer currently, so higher CPU usage is expected.
Our CI builds packages with Rust 1.80.1 via rustup, since that's the recommended target right now. Which doesn't contain the sort changes in 1.81
Did you see the cosmic file chooser when this happened?

That'd be a question for the compositor. We don't define the order here.
The button opens an app that Ubuntu provides for installing languages in Ubuntu. Other distros may have their own GUI utilities for this.

I have a fix for this which will also unite all of the cosmic applications under the same desktop entry parsing and handling logic.
