Not possible to declare pytorch-quantization as a dependency

It worked by following https://github.com/NVIDIA/TensorRT/tree/release/8.6/tools/pytorch-quantization I cloned and installed/updated the requirements and `python setup.py install` . Notably, this [helps ](https://github.com/NVIDIA/nccl/issues/131) too with CUDA errors along the way.
