Wrong install

After install plugin on work wiki - my wiki dont work and say

Composer detected issues in your platform: Your Composer dependencies require a PHP version ">= 7.1.0".

To fast fix error - delete plugin Delete directory lib/plugins/mdpage

Should the plugin check the PHP version before install itself or is it a problem of core wiki ?
