No, that cap is for both -- ie w buffering at all. And that's complete bullshit, wbuffering has nothing to do with performance.

fwiw, you'd need to use the D3D8on9 library and then chain D3D9 like so: D3D9 in the game bin folder, and override system D3D9 with D9VK

Game doesn't even work with dgvoodoo here:  I also can't repro any performance issues. I get like 1000+ fps everywhere in this game.
