This PR adds the ability to create a settings class with a nested namespace, so the "base hash" can be fetched from inside some yaml key. ``` ruby # /some/file/here.yml...

Organizers should be able to approve proposal changes.

This way the people who legitimately need to edit it's proposals can do it. Appears to be a good solution?

So the organizers can import it in an easy way. Right now I'm thinking in a csv formatted text, or something. But any suggestions will be very welcome.
