I have such a problem, I have 2 computers on one everything works, and on the second I have a constant error

I did it according to the instructions, but I have a mistake, I can't understand whether the developers blocked the bot or I did something wrong somewhere 

I can't figure out where the proxy folder is located? Do I need to create the file myself in the root or in profile.json?
