You can run `chcp.com` with its suffix from bash. It shows 850 for me. Please cross-check. Maybe there's some unusual locale setup in zsh, perhaps in your zsh startup scripts?...
I've now installed zsh to test and I'm getting 850 too.
What's your Windows system codepage? What does `cmd` options report as codepage? Also, anything special in your mintty config perhaps?
