Requests made from WASM need to use the same HTTP settings (https://moonrepo.dev/docs/proto/config#settingshttp) as the proto binary, which uses reqwest, but WASM uses ureq.

Support asdf plugins through a proto WASM plugin

There has been multiple requests now to support (piggy-back) off of [asdf](https://asdf-vm.com/), since it has a ton of plugins and support for many tools. Unfortunately, building this into proto core...

This will build both the project and task graphs in parallel.
