Adding new package to existing gbp can fail

Steps to reproduce:

  • Add a new package to an already-building GBP repo
  • Create new release, add package name to index
  • Do not update rosdistro cache
  • New package will not be built (but no error will be thrown either)
  • Update rosdistro cache and package will be built
