are the specs valid for AOE 2 DE replays (.aoerecord) format?

Hi, I found most of the actions explained here (https://github.com/stefan-kolb/aoc-mgx-format/blob/master/spec/body/actions/00-primary-action.md) But "ORDER" is missing. Any hint pls?
