@rachellerathbone was something done here? I believe I'm seeing a change on our end that the draft PR's are getting marked as `Declined` and the Issue is accurately reporting `Merged`...

Actually, it seems like it's not fixed. It was for a brief period reporting `Declined`, now we are back to `Open`
