Closes #180 ~Not sure how best to update [`URL_REGEXP`](https://github.com/pascalgn/automerge-action/blob/main/lib/api.js#L15) to use `GHE_HOSTNAME` when provided instead of "github.com". I think that's the biggest (only?) remaining hurdle.~
