force C40 encoding mode in data matrix

Hello, This problem is resolved in master and by enabling FORCE_C40, see this [commit](https://github.com/micjahn/ZXing.Net/commit/3de17dbbc2227220c71c64e9dbd0e517180d4c38#diff-eb5afa99c6e87211b75fe3fd6251f7f687de41670f16d47b38a9b8457a2dbfcc). A release is planned with any changes?
