Fix building with wxWidgets 3.0

wxSortedArray is a 3.1 (currently in development) thing, but in this particular case using the 3.0-compatible way does not seem to be of any consequence. #5

#108 is back

Is it possible (parts of) #108 are back? Specifically, [this](https://github.com/andmarti1424/sc-im/issues/108#issuecomment-276665831) seems to happening again with b4cfc3fe and my #773 on top (which should be entirely unrelated).

Rename vtltape.pem to vtltape_pem.h

It is not a PEM-format file, it is a C header containing a representation of a PEM-formatted chunk of data.

Please add Python-urllib to robots

The user agent string is `Python-urllib/`, i.e. `Python-urllib/2.7` or `Python-urllib/3.8`. I suppose it should pretty much be handled the same as LWP is handled.
