Plugin version 2021.4 supports additional repositories. https://www.jetbrains.com/help/pycharm/installing-uninstalling-and-upgrading-packages.html#install-package In the Manage Repositories dialog that opens, click Add a repository to add https://__token__:@/api/v4/projects//packages/pypi/simple/, then click OK.

@mcarans Please check in version 2019.7
@mcarans installation of packages is done using the PyCharm API. An explicit start of reindexing in the plugin is not done and this is not required from the plugin
@mcarans what type and settings of SDK are you using?
