Not completely sure, but the additional increment may be caused by a PUSH message produced when `UIDLRequestHandler` unlocks the session. As reported in #14887 it may happen that after UIDL...

It may be worth it to try. At least it can provide some additional information to find out the issue

I close this ticket, since the PR mentioned by Tatu added to QueryParameters helper methods to get all values for a parameter as well as directly the single value.
