I dropped the torbrowser-launcher from stretch-backports into our apt repo to address this.

It is also a problem in Debian Stretch/Testing with their recent builds. We'll look at it further and try to address it.

It will be pretty straight-forward once our full repo is up. Before that, you could try to get it working yourself with mixed repositories. I've never attempted to do that...
