OK, I now understand what's going on with exhaust vvt. Will create a new issue. #4546
@ElDominio do a bunch of cranks back to back again on genesis, see how it looks now
Looks like events scheduled on even number teeth are wrong by 30 degrees (one tooth!) 
~~Ah hah! This will be fixed by #4513.~~ Nope, doesn't fix it.
breakpoint set at tooth #20, where we expect cylinder 2's dwell to be scheduled why is the next tooth in the wrong spot? 
simplest repro so far: single cylinder, two stroke, 10 degrees timing, 12-1 trigger, 1200 rpm dwellStartAngle = 321.2 deg sparkAngle = 350 deg sniffer shows 
It seems like in "use only rise = false" mode, we're off by 1/2 tooth (one edge)
now I've tried to reproduce it on another pc..... and it looks different (and correct!?)!
