Actually, how about letting the user choose what to generate? because I feel like many spdx document just have the found licenses and then concluded licenses are not well cared...
it is actually not a too long list but too much data for too narrow columns. Should be truncated.
maybe as a workaround: you could create the user in admin section with the spreadsheet import.

one trick is that the 'search mask' (the pane of checkboxes) actually adds users to this while the plain search when nothing is selected does not involve users. For licenses...
