If I correctly understood, you can try to use a default container as a "work" container and setup "Exclude URLs" in "personal" container with work URLs.
Cannot reproduce, maybe this is the result of the work of another addon?
The storage type of the tabs data doesn't affect on the snapshots saving / restoring, so I think the root of this issue is in restoring process... and I found...

Just checked Firefox ESR 78.9, menu is showing as intended. Do you have userChrome.css with sidebar restyling?
