As far as I can remember, this is a naming/wording issue - on the current [main](https://github.com/openkfw/TruBudget/blob/d133fca173845c699ce04fe707ee13068df16e46/api/src/service/domain/errors/invalid_command.ts#L10) it's easier to see.
