Same issue with 2019.4.11f1 and 2019.4.16f1.
@crowder-pw it does in my case but sometimes says "no" without a reason.
Already tried to do it on my own. Application Bundle requires notarization to be Cask-eligible which is not present for `0.3.1`. Cask [PR](https://github.com/Homebrew/homebrew-cask/pull/178921) got closed.
