[#3585] Add ack-required command feature for Google Pub/Sub based commands

This implements the changes proposed in #3585 for the Google Pub/Sub messaging infrastructure. Based on this implementation it should be easy to extend this also to the Kafka messaging infrastructure...

After the next Hono release (2.7.0) the `quarkus.opentelemetry.tracer.exporter.otlp.endpoint` has to be updated to `quarkus.otel.exporter.otlp.endpoint` in the [Hono helpers.tpl](https://github.com/eclipse/packages/blob/master/charts/hono/templates/_helpers.tpl#L484) to comply with the new Quarkus version used in the new release.
