[FEATURE REQUEST] Make constraint_append work with streaming datasets

This code doesn't work with streaming datasets: https://github.com/MrPowers/mack/blob/main/mack/__init__.py#L675-L693 We should either update `constraint_append` or create a `stream_constraint_append` function.
