In order to address #429, #440 uses a work-around to avoid a race-condition between `runtime-manager` and `virtio-console-server`. This issue is created to track a better fix.

- Move all Veracruz crates in `crates/` directory (except the ones in `sdk`) - Move `icecap` into `crates/third-party`
