One problem with 'each final page' is solving what a final page looks like. Without visiting each page, its a non-trivial problem to resolve the various parts of a view...
Dynamic build files should still work, but you cannot generate static assets with them. I really don't like the idea of allowing the development features from writing to the filesystem....
