Done as part of the Golang pipeline project.

Have projects' (etcd, etc) versions change depending on k8s version in awslabs/kubernetes-iteration-toolkit

What is this tool and how are they using EKS-D? I would prefer if they subscribed to our SNS and triggered off those for new builds on their side.

Update awslabs/kubernetes-iteration-toolkit to use new 1.22+ versions

Do they need 1.19 and 1.20 now that both are out of support?
