Add codebuild pipeline for eks-d

What would you like to be added: Currently we do all builds via prow, pre and postsubmit. We should consider adding a codebuild pipeline similar to eks-anywhere to support additional build options.

Why is this needed: To support internal customers who require builds of EKS-D
