Either render railway yards or do not render freight-only stations.

There are railway _stations_ used to load and unload freight, without passenger access. By contrast, railway _yards_ are used to put wagons in the right order to form a train....

Render highway=busway as highway=service + access=no

You should already render `highway=busway`. It is approved and used in practice. Not rendering it makes the map incomplete. The current situation is like not rendering (for example) `highway=track`.
