That issue explains why you need to install older workloads into an older SDK but not why you need --sdk-version. I'm still not clear why you can't use a global.json...
I appreciate the explanation. That helps me better understand why you need it as it particular to the ordering of your CI build. Note that we --sdk-version was not intended...
the 7.0.3xx port was approved for release in July. There won't be earlier ports as 7.0.2xx is out of support and the Roslyn side changes aren't in 17.4 (7.0.1xx).

We have not made investments in this tool in a while and so have not investigated cases where --info and the tool differ. @Forgind has looked into the tool recently...
The installers should work offline already today. Are you getting a specific errors when trying the runtime install offline?
