How to modify the engine build number?

I'm talking about the "Source Engine 24" or similar build identifier when opening the console.

Make console not open pause menu like in CSGO.

I didn't see like any updates in ~4 months. Can I ask what is going on? I'm just curious.

When I ran the setup command, scons(and basically everything) errored out like so:  Tried it with user and system path. I'm using VisualSVN.
