I cannot repro it with Windows 11 and the new Windows App SDK 1.1.1. Perhaps Windows 10 only?

Did you install the Windows App SDK runtime on your machine? When your app is unpackaged you need it: https://docs.microsoft.com/en-us/windows/apps/windows-app-sdk/deploy-unpackaged-apps#deploy-windows-app-sdk-runtime
