Good question. I think both? Maybe the approach is in fact common and nothing blazor specific is needed.

Blazor WebAssembly hot reload support broken when changing environment from Development

Since .NET 10, (Blazor) WebAssembly HotReload doesn't rely on Environment=Development. It is instead controlled by `WasmEnableHotReload` msbuild property, see https://learn.microsoft.com/en-us/aspnet/core/blazor/debug?view=aspnetcore-10.0&tabs=visual-studio#control-hot-reload. Please us know if you still experience issues.
