@antonblanchard abc is buffering based on wire load models and may not do a good job because of it. Trying to have the resizer fix their buffer trees hasn't worked...

Any row should always have at least a tap cell or endcap (containing a welltap) otherwise it won't function.
I believe tapcell assumes that endcaps contain a welltap
There is no problem here. You have set the decap as your endcap and they are within the 13um tapcell dist. The only issue is choosing decap as a endcap...
Btw, if you are going to push your macros close to the edge you should avoid putting top level pins in that tight routing channel if possible. 
@RTimothyEdwards I've moved this to OL as it is a setup issue not a tool issue. I think the OL team should address this.
"taping out on ASAP7" makes no sense as it is an academic process. Do you mean testing?
