Is min-displacement semi-intelligent? That's what we do now. I'm not sure this is really a big source of trouble in most cases.
We remove rows that can't be powered so if you have sites you should be able to power them.
@antonblanchard which of the many OL antenna fixing strategies are you using? I think it best to take this discussion to a new issue with a test case.

@donn We write our documentation with markdown. @vvbandeira can comment on how we process that to produce the readthedocs. TCL commands are pretty straight forward in that when something changes...
@rovinski why should decap be a SPACER? It isn't a fill cell. sky130_fd_sc_hd__fill_* are marked as SPACER. @msaligane is there a reason to use decap rather than fill?
