mach: Implement LC_BUILD_VERSION

Is there a reason `LC_BUILD_VERSION` isn't implemented yet? At first blush it seems straightforward and I'd be happy to work on making it happen.

Non-plist filename extensions

Since this doesn't actually add a new filetype, setting `ft` to `plist` doesn't work on a plist file with a different extension (".strings"), for instance. How would I got about...
