Looks like in Windows 11 22621 MS has changed the download source for Cumulative Updates. Whereas Dynamic Updates still come from https://catalog.s.download.windowsupdate.com, Cumulative ones like KB5027231 are delivered via https://catalog.sf.dl.delivery.mp.microsoft.com/filestreamingservice/files/2e1c679e-c4e6-438e-a0f1-d513a58b701a/public/windows11.0-kb5027231-x64_7f2bb7e2c8a46c0ae59c080caf4b2f39b533ffe3.msu
