Is there any reason this is using a binary and not the python script? I found that the python script is way more accurate than this binary.

This is what the bin\dhcp_utility.pl script is for. To use it, you need to run bin\dhcp_utility.pl --leases-file /path/to/your/leasefile --parse

Theres a number of forks that have updated libraries and done fixes where broken. Perhaps try one of those instead?
