Remove Block Library styles when Classic Editor is used

Hi, Can you please also dequeue the `wp-block-library` and `wp-block-library-theme` scripts as well, once the Classic Editor is used. Thanks.

Can't create blank entries for adding non .org plugins

I wanted to add some of the Pro plugins that I use but there doesn't seem to be an option to just create a blank entry that I can fill...
