Scoped keys are allowing listing of all collections

Yes but if the key is scoped it should return collections from key's scope when listing all collections

typesense has limitation issue to send 250 hits at a time. Can we increase this limit?

I added max-per-page and default-topster-size into configs so you can increase max hits per page count. Tested and works. I don't think that this PR (https://github.com/typesense/typesense/pull/1577) will be merged but...
