'admin_views' tag is not fetched when app is set before admin

@koleror It looks like the `templatetags` folder has been left out from the [django-admin-views-1.0.3.tar.gz](https://files.pythonhosted.org/packages/22/dd/bac77daf42bb0dc493229debc4ea3bd27e822e3701619ff1afa8da48e2a8/django-admin-views-1.0.3.tar.gz) package: https://pypi.org/project/django-admin-views/#files A simple fix is to include it and re-upload the package.
