https://mapgen-data.sigkill.ch/osm/planet.7z cand you download that? its hosted on the same site. Might be an issue with packet fragementation.

can you do a tcpdump -i -s 65535 -w host mapgen-data.sigkill.ch while you download please? The resulting file i can inspect in wireshark.

Does anyone have a place where i could ssh into where this is an issue? I have traveled all over france and simply am not able to reproduce the issue.
