Same on Linux Mint 22.1 Cinnamon, X11 Both, system installation of OBS and Flatpak version as well.
Reducing the video resolution to 720p does work for me. At 1080/30 or higher, videos run in buffering issues again. So this may be a workaround until a technical solution...
