Is there anything that blocks ARM hardware acceleration feature from being stable? Will it be better to guard it using a feature?

Guard hardware acceleration with features is preferable, allowing application developers to make the final decision. In addition, it would be convenient to compare pure software implementation performance with alternative crates.
