Databases does support VPE but error message is confusing

If you try to provision VPE to target a Mongo DB with Public Endpoint you face the error message `Service does not support VPE extensions.` Mongo does actually support VPE...

That would be great if the usage report could enable users to export the report into a csv/xls format.

Need to be able to pass the accountId in the provider block
