Re-arrange Readme

Here a suggestion for improvement of the readme.

  • add badge and link to install via bioconda
  • add badge and link to access the doc (https://lh3.github.io/minigraph/)
  • add license badge
  • add title and subsection on the top of the Readme and shift section "table of content" (to make it appears first) and getting started
